On March 5, 2024, the Academic Board of IEDT JSC held 3rd thematic meeting dedicated to the issues related to methodological approaches and practice of performing pre-project assessment of railway infrastructure facilities construction cost.

Representatives of the construction block of the Russian Railways holding, the Federal Autonomous Institution Glavgosexpertiza of Russia, departmental expertise, design organizations and the industry scientific community took part in the work of the council.

At the meeting, A.I. Petrovsky, leading engineer of the Center for the Development of Industry Standards of IEDT JSC presented a report on "Methods for determining the preliminary cost of construction of railway infrastructure facilities at the pre-design stage", developed by IEDT JSC.

On the same theme, V.V. Zenkova, Head of division for the development of industry-specific cost estimates and normative documents for cost determination of specialized types and complexes of work, IEDT JSC, presented a report on further prospects for development of the Methodology in terms of calculations automation.

A report on improving processes and increasing assessment accuracy of cost parameters of programs at the pre-project (pre-investment) stage based on the method of average specific indicators was presented by I.S. Abdullaev, Cand. of Eng. Sc., Deputy Head of Department for Comprehensive Expertise of Projects, RZD JSCo.

The practical aspects of unit cost construction calculation by type of work (in the context of BAM-3) were introduced to the participants by V.N. Novikov, Head of POC and estimates Department of the Giprotransput Institute (branch of Roszheldorproekt JSC).
