IEDT Academic Board on Risk Assessment in Railway Operations and Development Projects

On April 21, 2026, a meeting of the Academic Board of JSC “Institute for Transport Economics and Development” (IEDT) was held, focusing on risk assessment in operational activities and the coordinated development of public and non-public railway infrastructure.

The event featured scientific reports on the following topics:

  • Substantiation of operational parameters taking into account risk management principles and reliability of the transportation process.

  • A report describing the concept of proactive risk-oriented management of the transportation process and a multi-stage algorithm for forming corrective actions was presented by PhD in Engineering, Director of the Institute of Management and Digital Technologies of RUT (MIIT), E.S. Maksimova;

  • Methods for reducing technological and financial risks of failing to meet delivery deadlines for freight and empty railcars.

  • A report including a model and examples of automated calculations of corrective actions to accelerate railcar movement in order to reduce financial losses of Russian Railways was presented by PhD in Engineering, Deputy Head of the Department of Technological Support for Automated Systems and Simulation Modeling at IEDT, K.Yu. Nikolaev;

  • Methodological approaches to assessing risks of coordinated development of public and non-public railway infrastructure.

  • The authors’ team (Doctor of Engineering, Deputy Head of the Center for Railway Operations and Transport Systems Interaction – Head of Department at IEDT, A.F. Borodin, and PhD in Engineering, Deputy General Director of IEDT, V.V. Panin) presented tools for selecting effective solutions based on the average economic risk criterion, as well as approaches to the development of interacting infrastructures taking into account the specifics of technological operations in industrial transport hubs, among other aspects.

During the meeting, with the participation of invited representatives of Russian Railways divisions and the scientific and expert community, constructive discussions were held on the prospects for practical application and further development of the presented approaches.
