Ekaterina Krivosheeva, Deputy General Director of Russian Railways for Corporate Governance and Property Management, spoke in an interview with Kommersant about new approaches to the disposal of non-core assets.

— For various processes, we engage specialized independent experts. The market value of assets is determined by an independent appraiser acting in accordance with valuation legislation and bearing соответствующую ответственность. Within the company, we analyze the development prospects of our assets, including with the involvement of our subsidiary, the Institute for Transport Economics and Development (IEDT). Russian Railways has accumulated unique professional competencies in managing railway assets and improving their efficiency.

For this purpose, we created and are developing the SUPRIM system. The system has been enriched with historical data and continues to be updated daily, as each asset is continuously evolving and undergoing various operations. Currently, based on specific standards, SUPRIM is already processing data on the efficiency of managing various assets.

These standards were developed by IEDT, which acted as an independent technological expert and defined benchmarks for the use of different categories of assets, taking into account data on their load and utilization. These indicators are recorded in the system, which uses them to analyze the life cycle of each asset and produce results—for example, whether an asset is excessive or sufficient. Based on the analysis, decisions are made regarding its future: increased utilization, repurposing, or, if this is not feasible, recommendation for lease or sale.
