A serious debate has recently unfolded around the proposal to introduce the “take-or-pay” mechanism into the Charter of Railway Transport. Opponents of this economic model predict an almost mass exodus of cargo from rail transport and a host of other problems. It should be noted that the opposition’s voice sounds loud and persuasive.
